The National Assessment of Educational Progress鈥攃ommonly called 鈥淭he Nation鈥檚 Report Card鈥濃攖ells a dismal story: Only 2% of high school seniors in 2010 could answer a simple question about the U.S. Supreme Court鈥檚 landmark Brown v.
